Locke
Thomas Hobbes
- He believed that the church should become a department of the king’s government, as he feared religion could potentially be a source for civil war.
- Hobbes believed that humans were free to do what they wanted in order to survive, however, they would suffer from continued fear and danger of death. Therefore, the people decided to lay down their natural rights of equality and freedom and give absolute power to a sovereign.

John Locke
- He believed that humans could not be stripped of their natural rights of life, liberty, and property. They could not be taken away or given up.
- Locke favored a representative government, with a House of Lords and a House of Commons, he wanted the representatives to be men of property and business.
